The Port Administration of Manzanillo is a Federal Government Agency, under article 3, subsection 2 and 46 of the Organic Federal Public Administration Law, created under title N°30130, as a Anonymous Society made up of Variable Capitol, on December 15, 1993, before Public Notary No. 153, Mr. Jorge A. Sánchez Cordero Dávila in Mexico City, whose first testimonial was inscribed in the Public Commerce Registry number 83333 in Colima, Colima.

"Article 3.- The Executive Power of the Union will rely on the applicable legal dispositions, of the following entities of the public administration agency:…

… II.- State participation companies, national credit institutions, auxiliary national credit organizations and national insurance and bond institutions, and …"

"Article 46.- The following are companies with a majority state participation:

I.- National Credit societies constituted under specific legislation terms;

II.- Any other type of societies, including auxiliary national credit organizations, like national insurance and bond institutions, in which one or more of the following requirements are fulfilled:

A) That the Federal Government, or one or more state entities, together or separately, own more then 50% of the social capital.

B) That the make up of their capital include representative tittles of social capital with a special serial number that can only be subscribed by the Federal Government; or


C) That the Federal Government name the majority of the members of teh government entity or its equivalent, or designate the president or general director, or when they have the ability to veto the government entities agreements.

The companies with a majority of state participation, civil societies, as well as civil associations, in which the majority of the associates are dependencies or entities of the Federal Public Administration or Public Federal servants that participate with their position or one or any of them that are obligated to provide preponderant economic donations."
